The Continental Border Assault Regiment is the World Council’s elite military enforcement arm, operating primarily at international borders of nations within the World Council alliance.
🔷 1. Core Function
- Protects borders of all recognized states
- Prevents external invasion and cross-border escalation
- Stabilizes borders
- Acts as an elite rapid-response military force
🔷 2. Funding & Obligation
All recognized nations (sovereign and non-sovereign) pay mandatory taxes to support C-BAR.
Unrecognized territories receive no protection or services.
🔷 3. Jurisdiction Rules
Default Rule:
C-BAR operates only at borders.
Entry Restrictions:
C-BAR personnel require authorization to enter sovereign territory.
Entry into sovereign land is rare and typically only for:
- Emergencies
- Explicit sovereign request
- Globally recognized crisis events
Internal Intervention Rule:
C-BAR cannot intervene in:
- Sovereign wars
- Civil wars
- Internal political conflicts
Exception: If given direct calls for assistance by a Sovereign authority.
C-BAR personnel are strictly prohibited from participating in any battles that can affect internal political outcomes.
🔷 4. Strike Priority System
C-BAR resource allocation depends on political status:
- Sovereign States → highest priority
- Protectorate States (Eg. Evelyn) → defensive support priority
- Chartered States (Eg. Ashura Grando) → neutral border protection only
- Unrecognized Territories (Arkan Dominion) → no protection
Command Structure
⭐️⭐️⭐️⭐️⭐️ General
There is only one General unless a global emergency order is instated.
The General has absolute command of all troops, and only answers to President and Vice President of the World Council.
General:
Vladimir von MillavirFormer Generals include:
⭐️⭐️⭐️⭐️ Commander (4)
The four Commanders are leaders of the 4 Cardinal Divisions (North, South, East, West). Each division is made up of roughly 1/4 of the total force of the regiment.
Notable Operatives:
- Benjamin Ramsey (Northern Division)
- Giovanni Mari (former commander of the northern division)
The strongest commander is usually awarded the position of Lieutenant General.
⭐️⭐️⭐️ Lieutenant (8)
Lieutenants are the third highest rank in the regiment. These soldiers are usually vice-commanders of division and leaders of their own brigade—the subcardinals.
They are responsible for securing specific border zones, managing localized conflicts, and executing the tactical orders of Commanders.
Subcardinals:
NNW, NNE, SSW, SSE, ENE, ESE, WNW, WSW
Notable Operatives:
⭐️⭐️ Sergeant (16)
Usually the right and left hand of every Lieutenant, Sergeants are usually capable but very inexperienced soldiers.
They are often tasked with leading elite 5 to 10 person teams deployed with at least one psion of each class for high-risk containment and reconnaissance within a small area of operation.
They are also responsible for an entire squad, which consists of over 40 elite C-Bar soldiers.
If they are tasked with investigation across a city or a province, they can lead the entire squad into the nation to scope the area out.
Notable Operatives:
- Sergeant Kora
⭐️ Warrant Officer (32)
Although they are the second lowest ranked regiment soldiers, Warrant Officers lead units of privates and are the right hands of Sergeants.
They are often responsible for authorizing privates to cross into a sovereign nation to deliver messages or warnings.
Notable Operatives:
🪖 Private (640)
As the lowest rank within the Continental Border Assault Regiment, Privates make up the vast majority of the forces assigned to the borders of the Ten Great Sovereigns and the other recognized states of the World Council, like Ashura Grando University and Evelyn.
They secure and maintain the integrity of the World’s border by staying at checkpoints, Regional Border Outposts or being on standby even when off-duty. They only can only go inside a recognized state while off duty, on special permission or in case of emergency.
Recruitment Program
Strategy
Standard C-BAR protocol dictates that no Private could be stationed on the border of their birth nation.
Psychological Profiling: Recruiters specifically look for candidates willing to sever their local ties. The goal is to build a force loyal only to the World Council and global order.
Offering Asylum via Service: C-BAR offer young nobles a legally untouchable way out. By donning the green and gold, individuals like Enju could sidestep toxic domestic politics. In return, the World Council gain soldiers with high-tier bloodline abilities and subtle leverage over the ruling families.
To convince the most powerful espers and strigois to submit to a strict military hierarchy, C-BAR offer benefits no Sovereign could match:
Green IDs: Directly issued by the World Council, these IDs allow for restriction-free travel into any Sovereign Nation or Recognized States when off-duty.
Sovereign Immunity: C-BAR soldiers operate beyond local law. For a recruit born in a totalitarian state like Teranua or a volatile empire like Sang, joining the regiment offer absolute legal protection from their own rulers.
Service As Punishment: If someone is a “white ID” or listed in the Psion database as stateless, like Sven Bendtmar, that individual may be recruited to become a prison guard or Warden at Warden’s Maw or drafted into the C-BAR recruitment program if they are Siege-grade or higher.
Current Crisis
Since the fall of Warden’s Maw’s on March 1, 299 XE, most standby troops have been distributed across recruitment stations and reconnaissance squads, while other soldiers are temporarily allowed to be within the sovereign nations, whether on patrol, recruitment training or their search for Tulburo Lume and his masked companion, as well as the many other escapees.
