Climate Zones: Alwinter Zone, Alspring Zone

Delsur is one of the Ten Great Sovereigns and Kepler’s most technologically advance powerhouse. It is a highly urbanized nation centered on cybernetics, biotechnology, artificial augmentation, information, and corporate infrastructure. Its head of state is Executive Chief Nova Steele, while the nation is governed by the oligarchic Watchers.

Its defining geographical feature is its position at the southern end of the Eastern Continent across Alspring, Alwinter, and nearby central trade routes. Its defining political tension is dependence: Delsur’s technology requires enormous quantities of psine and psinecores, so its corporate system must maintain access to labyrinth resources, allied suppliers, and international stability.

Delsur also holds unusual influence over the World Council because its head of state is the current World Council President.

Geography & Climate

Delsur is the southernmost nation on the Eastern Continent. It lies partly in Alspring and partly in Alwinter.

Alspring brings perpetual warmth, rainfall, and biological growth. Alwinter brings cold air, reflective ice, and extreme southern conditions.

The Delsuri environment is therefore a contest between abundance and harshness. The eastern side supports biological productivity, while southern and more western areas experience the logistics of cold, ice, and high-energy infrastructure.

Delsur is an enormous, permanently illuminated commercial metropolis filled with skyscrapers, including the Watchers Building—the tallest man-made structure on Kepler—along with laboratories, automated facilities, and corporate infrastructure.

Delsur’s architecture uses climate-controlled megastructures, sealed transit corridors, flood-management systems, and energy-intensive artificial environments.

The city is less a collection of settlements adapted to climate than a technological system that attempts to overpower climate.

Iron-Frost Mountain

Iron-Frost Mountain is located in northwestern Delsur and acts as the C-BAR base between Delsur and Atteria.

Augment-City

Augment-City is Delsur’s most important and iconic tourist attraction. Anyone wearing accessories equipped with lenses can interact with more than 15,000 augmented-reality prompts, games, spectacles, and informative dossiers as they walk through the city.

Border Infrastructure

Speculation: Delsur’s borders are probably governed through infrastructure. Whoever controls energy corridors, data links, psine shipments, and transport hubs controls access to the nation more effectively than a wall alone could.

Government & Politics

Delsur is governed by the Watchers, a corporate-technological oligarchy.

Political power is concentrated among an elite group of corporate CEOs that controls technology, information, experimentation, and production.

The nation’s military institutions consist of Delsuri Enforcement Officers, who receive their orders from headquarters within the Watchers Building.

They are responsible for curtailing rogue psions from roaming free, controlling the use of psine artifacts, and enforcing Delsuri laws and strict curfews.

Economic Overview

Technology

Information, technology, experimentation, and corporate production form the foundation of the Delsuri economy.

Major Imports

  • Sunmelons: Imported from Holy Metzia.
  • Red Everbloom Trees: Imported from Uttaria.
  • Psinecore: Imported from various places.
  • Raw material for: Glass screens, projection film, from Uttaria.
  • Textile Materials: The finest materials are imported from Eiria and Evelyn.
  • Mana-Stone Fruits: Produced from Everbloom trees.

Major Exports

  • Holo-scrolls:And other handheld technologies.
  • Airships and other transportation vessels: Exported to nations like Uttaria, Kanata and other super wealthy global elites.

Economic Indicators

  • GDP: 4 trillion UK
  • GDP per capita: Approximately 42,100 UK
  • Currency: Delsuri Insignia Merit (DIM), commonly called credits
  • Exchange rate: 5 DIM = 1 UK

Relationship with the Continental Border Assault Regiment

Delsur’s relationship with the Continental Border Assault Regiment is best understood through the general World Council rules.

As a sovereign state, it receives the highest protection priority, pays taxes to fund C-BAR, and normally controls entry into its territory.

The Watchers prefer C-BAR as a predictable external security provider because it prevents invasion without routinely interfering in corporate governance.

At the same time, Delsur may resist C-BAR intelligence access if the Regiment investigates experimental programs or body augmentation.

Alliances

Delsur has soft alliances with Kanata and Uttaria and receives base materials through those relationships.

The alliances are not binding military treaties. They are primarily supply, technology, and trade relationships.

History

Recognition & Industrial Rise

Delsur was recognized on July 3, 51 XE.

Its modern identity is the result of a long transition toward hyper-capitalistic corporate production, technological research, and energy-intensive urbanization.

The Great Blue Disappearance

Delsur formally joined the World Council six months after the event known as the Great Blue Disappearance.

Why it did so has never been made public by its administration, but the timing suggests that the event created a strategic or existential incentive for Delsur to formalize its relationship with the World Council.

It may have exposed the limits of unilateral technological security or demonstrated that Delsur needed Council recognition to protect its infrastructure and supply chains.

The Psine-Industrial Era

Delsur’s laboratories consume the equivalent of approximately one Gashadokuro psinecore each month for scientific research alone, or about twelve such psinecore-equivalents per year.

This makes the nation’s technological power directly dependent on extraction from dangerous environments.

The 299 XE Crisis

By 299 XE, Delsur faces the same Warden’s Maw and Tulburo crisis as every other sovereign state.

However, due to its location as the closest Eastern nation, Delsur has experienced an influx of criminals from Warden’s Maw flooding its ecosystem.

Culture & Society

Delsur is approximately 95% Norman, with an estimated 5% cybernetic or transhuman population.

Normans rely on mechanical ingenuity and technology because they lack Psinecraft, and Delsur represents the strongest national expression of that social path.

The social class structure is dominated by corporate ownership, technical expertise, data access, and augmentation status.

The Watchers seek to separate society into corporate decision-makers, elite researchers, augmented professionals, industrial workers, service labor, and populations excluded from high-grade augmentation.

Delsuri daily life is mediated by screens, automation, transportation systems, laboratories, corporate districts, and continuous artificial lighting.

The social ideal is competence expressed through engineering rather than ancestry or religious revelation.

Crescent

Crescent‘s David’s Goliath variant is explicitly associated with high-stakes gambling.

Delsur’s wealth, corporate culture, and appetite for risk make it a center for professional Crescent circuits.

Delsuri casinos prefer David’s Goliath laws, where paired face cards create massive values but remain vulnerable to a Single 2.

Corporate players treat the game as a model of technological leverage: enormous concentration of power balanced by a small disruptive vulnerability.

Race Relations

Delsur would like to acquire Espers and Strigois for experimental purposes, but Psions usually avoid traveling to Delsur because the nation does not present itself as welcoming toward them.
