Climate Zones: All-Season Zone, Alwinter Zone, Alspring Zone
Atteria is one of the Ten Great Sovereigns and a major Eastern Continent power. It is a homogeneous Esper kingdom that currently has the most number of delegates on the World Council.
Prime Minister Giovanni Mari serves as Vice President of the World Council, with King Masamune Amano also serving on the Body of Masters, giving Atteria an exceptional connection to the international executive order. Its political importance therefore exceeds its territorial size.
Atteria’s defining geographic feature is its capital’s position within the central All-Season Zone, where the planet’s climatic systems collide. Its defining political tension is the attempted reunification of the old Kingdom of Irie with Eiria. King Masamune supports reunification, while the Congress of Aristocrats opposes it.
The conflict is both national and personal: reunification could strengthen the crown and repair a historic fracture, but it could also disrupt the aristocratic settlement that allows the Congress to retain influence.
Geography & Climate
Atteria lies south of Eiria, west of Ashura Grando, and north of Delsur. It occupies the central political and climatic corridor of the Eastern Continent.
The nation is partly located in the All-Season Zone, partly in Alspring, and partly in Alwinter.
The All-Season Zone is Kepler’s atmospheric convergence point. Warm, wet air from Alspring collides with cool, dry air from Everfall, while northern heat and southern cold compete across the center.
Atterian weather therefore changes rapidly. Capril, located within the All-Season Zone, can experience conditions resembling spring and autumn within the same day.
Atterian architecture prioritizes adaptability rather than one fixed climate response. Capril’s public buildings use covered arcades, adjustable shutters, enclosed walkways, and storage systems capable of handling sudden rain, cold, and heat.
Merchant cities benefit from sheltered market streets because unpredictable weather threatens both trade and civic gatherings.
Atteria’s position between Eiria and Delsur gives it strategic value. It serves as a passage between old Esper political culture, Delsuri technology, and the central trade networks of the All-Season Zone.
Landmarks
Viewpoint Hill
Viewpoint Hill is a sacred site in eastern Atteria, east of Batumi, within the province of Hajimebasho.
The site was originally known as Outlook Mountain. According to Atterian tradition, the mountain overlooked Urlurra Village during a period of war, when Northern Roan soldiers used it to conduct reconnaissance on the settlement.
It is said that the founder, using his magecraft and sacred blade, cleaved the mountain in half before confronting and defeating the Roan soldiers.
The sacred blade later became known as Futsunomitama, becoming bound to the Amakusaye bloodline. The site subsequently became known as Viewpoint Hill.
Viewpoint Hill remains a sacred destination, with pilgrims continuing to leave offerings there to this day.
Government & Politics
Atteria is governed through three institutions collectively known as the Three Premiers:
- The Crown
- The Prime Minister
- The Congress of Aristocrats
The king possesses the greatest authority when acting alone. However, the Prime Minister and Congress can jointly circumvent royal decisions.
This produces a constitutional system based on countervailing coalitions rather than a simple division between monarch and parliament.
The Crown
The throne can only belong to someone of noble status, whether through merit or birthright. The successor is usually preselected by the reigning king before his death or abdication.
Prime Minister
The Prime Minister is elected by the people.
The office possesses less authority than the monarch but greater authority than an individual duke or duchess.
Congress of Aristocrats
Aristocratic titles are awarded either by the king or through a majority vote in the Congress.
The Congress is a taxless elite whose influence derives from estates, wealth, titles, and political representation rather than direct legal ownership of its titled domains.
Factions
The Aurelius Family
The Aurelius family was a family that had been instrumental in Atteria’s victory during the bloody Irie Civil War, their forces turning the tide when Atteria’s fate hung in the balance.Yet somehow after all those years, the head of their family or an heir had never ascended to the throne.
They currently have three people with opposing views in prime position to inherit the throne, with only each other, Ramone Mari and the King standing in their way.Economic Overview
Atteria’s economic system is mercantilism, with independent merchants forming the backbone of the economy.
Major Imports
- Sunmelons: Imported from Holy Metzia.
- Red Everbloom Trees: Imported from Uttaria.
- Textile Materials: The finest materials are imported from Eiria and Evelyn.
Major Exports
- Radio Parrots: Bred in Eiria and Atteria and raised exclusively for C-BAR use.
- Mana-Stone Fruits: Produced from Everbloom trees.
Economic Indicators
- GDP: 2.6 trillion UK
- GDP per capita: Approximately 52,000 UK
- Currency: Atterian Doru (AD)
- Exchange Rate: 3.33 AD = 1 UK
National Forces
The National Guards of Atteria are the kingdom’s elite military forces. They uphold the laws of Atteria and are primarily responsible for protecting national interests, national security, and the people.
The Captain and Vice Captain of the National Guards can be promoted or demoted by any two of the Three Premiers.
Current Captain: Julius Aurelius
Current Vice Captain: Antonin Lauzun
Relationship with the Continental Border Assault Regiment
Atteria is a high-priority sovereign state for the Continental Border Assault Regiment.
Atteria is required to fund the regiment and normally controls whether C-BAR personnel may enter its territory. During globally recognized crises, however, that restriction can weaken.
Atteria’s position as the home of the World Council’s Vice President makes its cooperation with C-BAR particularly significant.
The Congress views C-BAR with mixed feelings. The organization protects Atterian borders and limits foreign invasion, but it also creates a transnational institution whose officers can bypass local aristocratic influence.
Atterian nobles nevertheless recognize the necessity of C-BAR. Their internal forces are far too weak to adequately protect their territories and population from invading forces.
History
The Irie Inheritance
Atteria was once a province of the Kingdom of Irie.
The old kingdom later fractured into Atteria and Eiria following the Irie Civil War. The division remains the central historical fact of Atterian identity.
The nation therefore defines itself both as a successor to Irie and as a political experiment distinct from Eiria’s traditional monarchy.
Recognition & Constitutional Consolidation
The World Council recognized Atteria on March 31, 125 XE.
Atteria was initially reluctant to join because of the Irie Civil War and Oronai Amakusaye‘s role in the World Council’s formation.
However, the kingdom also did not want to be left behind by the wider world. Atteria ultimately became the eighth recognized sovereign.
Recognition gave the kingdom formal standing inside the postwar international system.
Its constitutional balance subsequently developed around the need to preserve royal legitimacy while incorporating elected representation and aristocratic power.
The Mari Era
Giovanni Mari settled in Atteria with Romana in 280 XE.
He later joined C-BAR in 287 XE, became Northern Division commander, survived the Calamity of Curia in 289 XE, and eventually entered Atterian politics.
On November 3, 296 XE, Giovanni was elected Prime Minister after defeating Duke Vasotrus Aurelius.
Giovanni’s election increased the political weight of the Mari family.
His son Ramone Mari had already received a baronial title, and political enemies feared that a family built on merit, popularity, and international office might become a new aristocratic center.
The Reunification Crisis
By 299 XE, King Masamune and Emperor Yasu were moving toward closer cooperation over reunification, while the Congress of Aristocrats resisted the project.
The current tension is therefore not simply whether Atteria should unite with Eiria.
It is whether reunification would produce a stronger constitutional kingdom or allow the Crown and the Amakusaye line to weaken the Congress.
Culture & Society
Atteria is a 100% Esper society.
Its social identity centers on aristocratic ambition, elaborate estates, merchant cities, craftsmanship, and courtly life. The lower classes primarily live on farms and in rural areas.
The dominant culture combines elite ceremonial hierarchy with urban commerce.
The aristocracy is powerful but is not fully feudal in the Eirian sense. Members of the Congress do not directly govern titled territories. Their influence is instead mediated through wealth, estates, social connections, and political votes.
Court Culture
Atterian court culture favors:
- Public ceremonies
- Dueling traditions
- Artisan guilds
- Tea houses
- Merchant festivals
- Political salons
The nation’s mixed climate also shapes its cultural identity. Festivals are less focused on the arrival of a predictable local season and more on collectively surviving the Raging Seasons.
Crescent
Crescent is played throughout Kepler using a standard card deck.
Its official rules include:
- Light and Shadow cards
- High Noon
- Midnight
- Solar Eclipse
- Crescent traps
- End of Icarus
- David’s Goliath
No Atterian regional variant is currently documented.
Atterian establishments favor the End of Icarus laws because the variant rewards calculation without permitting unlimited face-card stacking.
Among the aristocracy, Crescent is treated as a miniature constitutional game: formal rules, dangerous exceptions, and victory through coalition management.
