Luke Alexander-Walker is the Chancellor of Uttaria, the largest sovereign nation on Kepler, and serves as one of the eleven members of the World Council’s Body of Masters.

Luke was born in Kanria, Uttaria. As a psion born to a norman father and an esper mother, he has made it one of his goals to bridge the gap between Psions and Normans and improve racial relations and integration.

Growing up, he was regarded as a prodigy and was featured in multiple Rising Dawn editions of the Rumor Mill. His father and mother were both adventurers, but Luke wanted to use his talents toward more ideological ends.

As a statesman, he cuts an imposing, pragmatic figure, often clad in leather gloves. While other leaders indulge in political posturing, racial barbs, or religious fanaticism, Walker remains a grounded voice of reason, viewing unchecked desperation—such as the Divine Oracle’s desire to use the Book of Canonization—as a path that only breeds historical ruin.

Luke is a Moderator with an ability he calls Pacifica.

Pacifica is an Imposing Law suppression ability with two main techniques:

  • Negation: A nullification field that deletes all psine, effectively canceling an opponent’s psinecraft.
  • Halt: A stasis field that prevents movement by the command of “Halt.”

Using these two techniques, Luke Alexander-Walker was able to take down many strong opponents during his time as a soldier in the Continental Border Assault Regiment, which quickly propelled him up the ranks to eventually becoming the youngest ever General.

Before ascending to the chancellorship, Walker was a legendary military figure. He began his journey as a C-Bar soldier at the age of 15 and became the youngest ever General at 25 years old.

His combat prowess and leadership were so formidable that citizens still actively debate whether he would be capable of taking down the Walking Calamity in a one-on-one fight.

Vice President Giovanni Mari served directly under Walker during his C-BAR tenure, forging a deep mutual respect.

Though he has traded his uniform for political office, Walker maintains strong, covert ties with C-BAR forces on the ground, allowing him to receive early critical intelligence when major crises break.

Walker retired from C-BAR on February 1, 290 XE, at the age of 35, following the disaster that was the Calamity of Curia.

Luke was succeeded by Vladimir von Millavir, who was previously one of his commanders.

On May 3, 290 XE, Luke Alexander-Walker began his campaign bid for Chancellor of Uttaria.

His pivot was driven by the red tape and restrictions surrounding the Continental Border Assault Regiment, as well as the lack of real ability to affect meaningful change as a General.

He campaigned on his military experience, political change, integration of fringe societies, as well as reforms to adventuring, tourism, entertainment districts, and nationwide resource distribution.

One of his major goals was to counter the sectorization and city-based exclusivity surrounding many resources, including labyrinth tools and weapons.

His campaign was successful, and he became the 42nd Chancellor of Uttaria.

Luke has since been re-elected twice, in 294 XE, and 298 XE, still with massive approval ratings of over 67% from the general Uttarian population, going into his final year.

Political Philosophy

Luke’s political philosophy is built around the belief that meaningful change must be sustainable.

Rather than attempting to immediately dismantle systems he considers flawed, he prefers to reform them gradually, allowing institutions and the population to adapt alongside the changes.

This philosophy is heavily influenced by the constitutional framework of Uttaria. Luke considers the rule of law fundamental, even when individual laws conflict with his own beliefs.

Rather than openly breaking laws he considers unjust, he searches for legal avenues around them while simultaneously pursuing formal reforms.

His approach places him in contrast with leaders who seek rapid systemic transformation, particularly during periods of crisis when political pressure encourages drastic action.

As Chancellor of Uttaria, Luke Alexander-Walker serves as one of the eleven members of the World Council’s Body of Masters.

His position places him among the most influential political figures on Kepler, representing Uttaria within the world’s primary international governing institution.

Luke’s experience as both a military commander and a national leader gives him a perspective that differs from many of the other members of the Council.

His priority during international crises is generally to obtain actionable intelligence before committing to drastic measures, reflecting the same measured philosophy that defines his domestic politics.

Giovanni Mari

Giovanni Mari served directly under Walker during his time in C-BAR. Their shared military history forged a deep mutual respect between the two men.

Although Giovanni eventually rose to become Vice President of the World Council, his history under Walker remains an important part of their relationship.

Vladimir von Millavir

Vladimir von Millavir previously served as one of Walker’s commanders during his military career. He succeeded Walker following his retirement from C-BAR on February 1, 290 XE.

Continental Border Assault Regiment

Despite retiring from active military service, Walker maintains strong covert ties with C-BAR forces. These connections allow him to receive critical intelligence from the field before information reaches the wider political establishment.
