Climate Zones: Alsummer Zone, Alspring Zone

Uttaria is Kepler’s largest, most populous, and most diverse of the Ten Great Sovereigns. It is a capitalist republic centered on technology, commerce, private enterprise, food production, tourism, and international cooperation. Its currency is used as the global standard by the World Council, giving Uttaria financial influence beyond its national borders.

Its defining geographic feature is its northern-coast position across the Alspring and Alsummer Zones, as well as its massive total land area. Uttaria is twice the size of the second-largest sovereign nation, Delsur.

Its defining political tension is the management of scale. Uttaria must integrate a huge and diverse population while balancing market power, resource access, military influence, and its alliances with Delsur and Kanata.

Geography & Climate

Uttaria lies on the northern coast of the Eastern Continent, with Delsur and Ashura Grando University to the south and Holy Metzia to the west.

It is partly located in the Alsummer and Alspring Zones. Alspring brings warmth, rain, and biological growth, while Alsummer brings extreme heat.

Uttarian architecture varies by region and state. Northwestern territories use heat-adapted materials and shade systems. Eastern and southern areas require flood control, elevated infrastructure, and dense agricultural networks. Central cities prioritize flexible transportation and climate-resilient construction.

Uttaria’s geographic size and population make food production a major strategic asset. Agriculture and food production are important to the nation, although energy remains its most profitable sector.

Uttaria has an enormous number of landmarks and is one of Kepler’s most welcoming and tourist-friendly nations. It is home to over 150,000 beaches and 2,000 islands, many of which have their own native and indigenous flora and fauna.

Among its most famous landmarks is Vacation City, a must-visit destination for tourists, and the Zamona Rainforest, a moist broadleaf-filled natural ecosystem home to approximately 10 million different species, more than 4 million of which are indigenous to the rainforest.

Government & Politics

Uttaria is a federal republic governed through a capitalist political and economic system. The nation consists of 50 states, each governed through a complex, multilayered system. Although the states share a common federal framework, their laws, institutions, and administrative structures may differ considerably.

Uttaria’s federal government is divided into three principal bodies, mirroring the structure of the World Council: the Grand Jury, the House of Representatives, and the Senate.

The Charter

The fundamental laws of Uttaria are established in a federal document known as the Charter. The Charter applies throughout the nation and can be amended only with the approval of an 80 percent supermajority of the Uttarian government.

Below the Charter are ordinary state and municipal laws. These laws may be created, amended, or repealed through the regular legislative process and often vary from one state to another. Any authority not explicitly granted to the federal government by the Charter is reserved entirely for the states.

The Grand Jury

The highest court in Uttaria is the Grand Jury, which consists of seven lifetime appointees. Each Chancellor may nominate one person to the Grand Jury during their term, unless an additional vacancy becomes available. Every nomination must be confirmed by the House of Representatives.

The Grand Jury interprets the Charter, reviews disputes involving federal authority, and may invalidate laws or executive actions that exceed the government’s constitutional powers.

The House of Representatives

The House of Representatives serves as Uttaria’s federal legislative body. It consists of the elected governors of the nation’s 50 states.

When acting individually, governors possess authority only within their respective states. When assembled and voting as the House of Representatives, however, they exercise federal legislative power.

The House debates and passes federal legislation, oversees the exercise of federal authority, confirms nominees to the Grand Jury, and represents the interests of the states at the national level.

Governors also function as the chief executives of their states, making them comparable to state-level Chancellors. Each governor oversees state agencies, manages the statewide budget, and commands the state police force. A governor’s policies, executive orders, and signed laws affect residents throughout every city and county within that state.

The Senate and the Chancellor

The executive body of Uttaria is known as the Senate and is headed by the Chancellor.

The Senate includes five advisors selected by the Chancellor and five independently elected advisors. The elected advisors are chosen directly by the population of Uttaria’s five regional clusters.

Each cluster consists of ten states and is overseen by two Senate advisors. Together, the Chancellor and the advisors direct the federal executive branch, coordinate policy across the five clusters, and administer the laws passed by the House of Representatives.

Election for Chancellorship

The election for Office of Chancellor happens every 4 years. An individual can be reelected for Chancellor up to 2 more terms after first ascending to Chancellor, making it a maximum of 3 terms after which they are ineligible to run for office again.

Powers of the Chancellor

The Chancellor holds several important federal powers that may be exercised without first obtaining the approval of the House of Representatives. These unilateral powers allow the Chancellor to manage the executive branch, respond rapidly to national emergencies, and check the authority of the other branches of government.

1. Executive Orders and Directives

The Chancellor may issue executive orders, memoranda, and proclamations directing federal agencies.

These directives determine how the executive branch interprets, prioritizes, and enforces existing federal laws. However, they cannot create entirely new laws or authorize funding that has not been approved through the legislative process.

The Grand Jury may invalidate any directive that violates the Charter or exceeds the Chancellor’s authority.

2. Pardons

The Chancellor may grant reprieves and pardons for federal crimes, except in matters involving impeachment or removal from office.

A pardon may erase a federal conviction, commute or reduce a sentence, or grant amnesty to a group of people. This authority applies only to federal offenses.

The Chancellor cannot pardon individuals convicted under state or municipal law, as that authority belongs to the governor of the relevant state.

3. Command of the Armed Forces

The Chancellor serves as Commander-in-Chief of the Uttarian Armed Forces and holds operational command over the military.

The Chancellor may independently deploy troops or authorize an immediate military response when necessary to protect Uttaria and its national security.

However, only the House of Representatives may formally declare war or authorize a prolonged military campaign. The Chancellor must notify the House within 48 hours of deploying military forces and cannot continue the operation beyond the legally permitted period without legislative authorization.

4. Recognition of Foreign Governments

As Uttaria’s head of state, the Chancellor has the exclusive authority to receive foreign ambassadors and formally recognize foreign governments.

Recognition determines whether Uttaria accepts another nation or governing regime as legitimate and establishes the basis for diplomatic relations between them.

5. Executive Agreements

The Chancellor may negotiate executive agreements directly with foreign leaders.

These agreements carry legal and diplomatic force during the Chancellor’s administration but do not possess the permanence of formally ratified treaties.

A future administration may withdraw from them, and the House of Representatives may refuse to provide the funding required to implement them.

6. The Chancellor’s Veto

The Chancellor may veto legislation passed by the House of Representatives.

By refusing to sign a bill, the Chancellor returns it to the House and prevents it from becoming law. The House may override the veto, but doing so requires the supermajority prescribed by the Charter.

Police and Military

Uttaria has both a local police force and a national military. Its police force has more than 300,000 officers nationwide, while its military consists of more than 2 million soldiers.

Its Chancellor was formerly a C-BAR General and maintains covert ties with field forces. He therefore retains access to military intelligence while remaining within the broader political sphere of influence.

Uttaria maintains soft alliances with Delsur and other sovereign nations through treaties and exclusive trade agreements involving technology, information, raw materials, produce, and other resources.

Relationship with the Continental Border Assault Regiment

Uttaria was one of the first four sovereign states recognized by the Council. It receives the highest C-BAR protection priority and must fund the regiment.

Its currency serves as the World Council’s global standard, giving Uttaria structural influence over international commerce.

Uttaria favors C-BAR’s existing rules because its enormous size makes border stability essential.

History

Recognition and Republican Formation

Uttaria was recognized on January 1, 1 XE as one of the first four sovereign states.

As the largest nation, with more than 36 different political parties, over 10% of its population consisting of psions, and numerous underground gangs and rogue factions, Uttaria has experienced more internal, factional, and civil wars since its recognition than any other sovereign.

However, its strong foundational Charter, coupled with its military forces, has prevented all-out war from devastating the nation.

The Post-Curia Era

Luke Alexander-Walker retired from C-BAR after the Calamity of Curia. He began his campaign for Chancellor in May.

His campaign emphasized political change, social integration, reform of adventuring, tourism and entertainment districts, and broader resource distribution.

The Chancellor’s Terms

Luke became the 42nd Chancellor in 290 XE and was reelected twice, in 294 XE and 298 XE. He still maintains a 67% approval rating.

The 299 XE Crisis

Uttaria must now balance national stability with international emergency measures following the fall of Warden’s Maw. Luke’s preference is to seek actionable intelligence before committing to drastic action.

Culture & Society

Uttaria is the largest and most diverse nation in Kepler. Tensions between Normans, Strigoi, and Espers exist in their interactions, but the nation also demonstrates that large-scale integration is possible.

However, this remains a form of sanitized coexistence that leaves considerable ideological issues unresolved. Unequal social integration remains a problem Uttaria has yet to solve.

Utility of Psions

Because psions make up only around 10% of the population, most Normans interact more with the products of Psinecraft than with psions themselves.

When most Tool-grade psions use their abilities, they can appear little different from Normans equipped with psine tools and are often treated as specialized mechanics. Adventurers may accept them more readily, but wider society often does not.

The existence of Creature Embodiment Strigoi creates an even more visible social divide. Their appearances can resemble their animal totems, and they require blood to survive. Within Uttaria’s highly structured society, many are pressured to suppress aspects of their nature or accept marginalization in order to make the majority population more comfortable.

Uttaria has repeatedly attempted to encourage formal integration, but market access and political representation remain unequal. Luke’s goal of bridging Psion-Norman relations has made progress during his second term, with a new high of psion representation in government and media.

Commercialization

Uttarian society is shaped by consumer culture, sprawling cities, tourism, food production, private enterprise, and a broad variety of goods.

The social class system includes corporate owners, professionals, public administrators, military veterans, urban service workers, agricultural communities, adventurers, and marginalized groups.

Lalumism and Pentagonism are both practiced in Uttaria. This religious plurality contributes to factionalization and political competition.

Crescent

Crescent is played across class and regional boundaries. Commercial centers use all three major rule environments.

  • Standard Rules: Dominant in family settings.
  • End of Icarus: Popular in clubs and game arcades.
  • David’s Goliath: Common in casinos and high-stakes entertainment districts.

The game’s flexibility mirrors Uttaria’s broader culture of market choice.
