Climate Zone: Everfall Zone

Teranua is the latest nation to become recognized by the World Council and is the most extreme example of sovereign authoritarianism on Kepler. It is nearly entirely Norman, ruled by King Gareth Carrington, and transformed from an isolated but intellectually open command economy into a fascist police state.

Its political power rests on secrecy, border control, labor discipline, and suppression of Psinecraft.

Its defining geographical feature is its near-total location in the western Everfall Zone, with some territory extending toward the Alsummer and All-Season Zones.

Its defining political tension is the clash between sovereignty and international accountability. Teranua has repeatedly clashed with C-BAR while the World Council continues to respect its sovereignty and allows it to conceal Psinecraft from its population.

Geography & Climate

Teranua is almost entirely located in Everfall, the cool and arid western zone. The environment supports dryland settlement and preservation but offers little natural abundance compared with Alspring.

Teranuan architecture emphasizes industrial compounds, controlled access, ration depots, surveillance infrastructure, and state-managed transportation. The regime’s near-total economic isolation makes local production, repair, and storage essential.

Landmarks

Mount Falle is one of Teranua’s abandoned landmarks. It features a prominent Lalume shrine.

Puffing-Smog was a bullet train famous in Teranua for being able to travel around the entire country in approximately 35 hours.

Government & Politics

King Gareth Carrington rules Teranua. Under his regime, the state outlawed art, mandated employment, and replaced conventional wages with rations. The government has kept Psinecraft hidden from the Norman population for centuries.

The military and police are fused to enforce the regime’s desire for control.

Carrington began as a radical guard under King Harold before succeeding him as king. Carrington knew of psions and Psinecraft from his time as a member of the Body of General Operations as a Teranuan delegate.

His outward demeanor is imposing and commanding, but deep down he is as fearful as he is hateful of psions. Ideally, he wants to withdraw Teranua from the World Council, but he knows doing so would make the nation vulnerable to its Strigoi neighbors, such as Sang and Jureslavia. This vulnerability is the reason Teranua joined the Council in the first place.

The state’s internal security apparatus is central to political authority.

Teranua attempts to keep everyone already inside the country in and everyone outside of it out. Border guards regularly overstep in pursuit of that objective.

The border is a layered security environment consisting of checkpoints, patrol zones, controlled roads, surveillance stations, and restricted crossings. This paranoia is intensified by the fact that the nation’s capital, Dempsey, shares a border with Velhollow in Sang.

Underground Syndicates

Present-day Teranua has many underground syndicates and remnants of the Hematic Research Institute. The Institute’s building is heavily watched by rogues who wish to keep it untouched for the day the Carrington regime falls.

Many of these groups consist of low-level Weapons-grade guards who would kill Carrington himself if he were not constantly surrounded by at least 20 guards.

Toshers

Toshers are scavengers who oppose the regime not from a scientific or ideological standpoint, but from a desire for freedom and wealth. They wade through abandoned underground tunnels, sewers, and garbage chutes searching for lost or valuable items to add to their inventories of tools they hope will be useful one day.

Mudlarks

Mudlarks are scavengers, mainly children, who steal rations and hide in underground tunnels. They cover themselves in mud, grime and soot to make chasing them unlikely when they steal from a ration station. The ration officers usually don’t chase them because they have to watch the rest of the rations, they don’t want to get dirty or sometimes the Mudlarks would ruin the rest of the rations if they are caught, making it strategically less viable to reprimand them.

Economic Overview

Under Carrington, the economy experienced a near-total shutdown.

Imports and exports were effectively eliminated, while employment was controlled by the state and wages were replaced with ration-based compensation.

The resulting GDP does not represent Teranua’s true productive potential. It represents an economy operating under extreme isolation and near-total economic paralysis.

Former Economic Foundation

Steam exports once formed an important component of the Teranuan economy.

Relationship with the Continental Border Assault Regiment

Teranua is a sovereign state and receives high C-BAR protection priority, but the relationship is hostile.

Most C-BAR soldiers are psions and use Psinecraft while operating. Teranua has a strict ban on Psinecraft within the country, and anyone caught using Psinecraft in Teranua receives a heavy sentence.

Teranua’s government and C-BAR have had repeated skirmishes. The World Council respects Teranua’s sovereignty despite these clashes and permits it to maintain secrecy around Psinecraft.

This is one of the clearest examples of the World Council’s nonintervention principle. C-BAR can defend the border, but it cannot freely liberate Teranuan citizens, break Teranua’s laws in non-emergency scenarios, or dismantle Carrington’s regime.

Teranua’s leaders also use C-BAR clashes as propaganda, presenting external pressure as proof that strict internal control is necessary. C-BAR, in turn, has historically regarded Teranua as both a security problem and a legal test of the Council’s limits.

History

The Open Command Economy

King Edwin Baines

Teranua had always been an isolated nation. Within Teranua, there had been considerable freedom, but the government maintained travel restrictions to and from the country.

The state controlled what people studied and vetted the minds of anyone who was permitted to visit or enter, all in the name of censoring Psinecraft.

Teranua did not engage in much trade, relying primarily on materials from Uttaria to make and maintain its steam factories and underground tunnels. Everything else it needed could be produced within Teranua.

Late 190s XE — Early 200s XE

During the late 190s XE through the early 200s XE, the Blood Empire was most famous for its wars, assassinations, and political scheming. The only positive development for the rest of the world was that while the Blood Empire was occupied with succession struggles and territorial conflicts, everyone else was spared from its attention.

Its neighbors in Teranua nevertheless held their breath for as long as possible.

To the average Teranuan, the moniker “The Blood Empire” referred merely to the bloody coups and wars occurring there. However, “Sange Imperiya”, the official name of the country, was a literal translation from an ancient Sanguine language meaning “The Blood Empire,” referring to blood as the staff of life for all Strigoi. Sang’s pride in the name was largely unknown to its neighbors.

The end of the Sange Civil War eventually forced King Edwin Baines to officially agree to join the World Council in December 225 XE. He believed that a united Sange Imperiya, with the might of all five Great Houses, could devastate Teranua in less than an hour.

He became the first Teranuan king to seriously consider joining the World Council, much less actually do so.

Under King Harold Windsor — The Successor

King Harold succeeded Edwin on June 13, 260 XE.

By the time King Edwin died of old age, Teranua was a sovereign nation and an isolated command economy that maintained freedom of the arts while continuing to enforce travel restrictions.

King Harold’s first act was to lift those restrictions and welcome people from across Kepler, especially scientists. He was radical, but in a very different sense from Carrington. Harold wanted people of all backgrounds—Strigoi, Esper, and Norman—to coexist within Teranua.

Before becoming king, Harold founded the Hematic Research Institute in 250 XE with the goal of using science to ethically bridge the gap between Normans and psions.

However, during his first year of kingship, the Petofi-Kiss War was already in full swing, and one year later the Petofi Purge occurred. These events changed how the entire world viewed Sang and eventually forced even a radical like Harold to close Teranua’s borders once more.

Harold saw the dangers that could arise when extremely powerful political individuals possessed extremely powerful Psinecraft abilities. He therefore reevaluated his approach and decided not to throw an isolated Teranua, whose population had almost no knowledge of Psinecraft, directly into the wider psion world.

For 21 years, Harold continued his studies while planning a tactical way to introduce psions and Psinecraft to the population of Teranua.

During this period, Gareth Carrington was assigned to Harold’s King’s Guard squad and was also nominated to become a Teranuan delegate within the Body of General Operations.

King Harold learned about █████████ in 281 XE.

Harold reopened the borders in 282 XE, this time inviting only scientists. By 287 XE, however, he discovered that he was dying of blood poisoning caused by contamination during his research involving Strigoi, Norman, and Esper blood.

He died in early 288 XE before completing his research.

Recognition

Teranua was recognized on December 27, 225 XE.

The Carrington Transformation

Carrington transformed the nation into a fascist police state. Art was outlawed, employment became mandatory, and workers received rations rather than conventional wages.

The Hematic Research Institute

Elsa Alfson’s parents moved to Teranua in 285 XE after King Harold called for scientists and scholars. Their work attempted to bridge the divide between Normans and psions.

They made a classified discovery that threatened Teranua and possibly the wider world.

The 289 XE Purge

Almost a year after King Harold’s death and two weeks after the Calamity of Curia, Carrington’s regime killed Elsa’s parents. The regime left Elsa orphaned and trapped inside Teranua when it shut the country down.

The Present Repression

By 299 XE, Elsa remains a restricted citizen, living in an old Lalume shrine above Dempsey where she attempts to escape from time to time.

Culture & Society

Teranua is approximately 99.999% Norman. The government has hidden Psinecraft from the population for centuries, so public culture is built around a deliberate false picture of human capability.

The regime’s prohibition of art is politically significant. Art is not treated as leisure but as a threat to ideological control. Elsa’s identity as a painter is practical and personality-driven, but it also acts as a form of resistance to the state’s definition of acceptable humanity.

Teranua also suppresses all religions and religious institutions.

Race Relations

The treatment of Espers and Strigoi is oppressive in structural terms. Psinecraft is both hidden and outlawed.

Elsa’s unauthorized use of Psinecraft contributes to her restricted-citizen status. Normans are the dominant population, but they are not necessarily free.
